Dubai is home, and the UAE is one of the most active Rec2Rec markets we cover, with international agencies opening Gulf offices and experienced consultants relocating to build desks here. We also place recruiters across the Netherlands, Germany, Belgium, the UK, Singapore, Hong Kong, Japan, the United States and Canada, including consultants moving between those markets.
Agencies are hiring, but selectively. Most would rather add one proven biller than three promising ones, and they are asking harder questions about where a consultant's revenue came from and whether it will follow them. Contract desks have held up well, and leaders who can build and run a team are in shorter supply than individual billers.

Billings only mean something next to the market, the desk and the fee levels behind them. We look at repeat business, client spread and how much of a consultant's revenue was inherited.
We deal with the fine print early
Notice periods, restrictive covenants and non-solicitation clauses shape what a consultant can bring and when. We raise them at the start, not at offer stage.
We protect both sides
A recruiter exploring a move is more exposed than most candidates, and an agency hiring for a desk often cannot advertise it. Every conversation stays confidential until both sides choose otherwise.
